1. Proposal Engineering Supervisor
Job Description
Prepare proposals for the utility industry, i.e. power plants, watertreatment facilities, gas & oil, and industrial boiler applications.Take lead on assigned proposals. Review and analyze customerspecifications. Develop automation system architecture based oncustomer requirements. Coordinate with interdepartmental engineeringpersonnel to review and develop automation system design. Obtainvendor quotes to meet specification requirements. Use MS Excel, MSProject, MS Visio, MS Word, Primavera and other tools to generate Billof Material, Project Schedule, System Overview Drawing, Documentationand Financial Analysis for proposed project. Support pre-bid andproposal review meetings. Evaluate risk management on each project andensure that the project team is working to minimize or eliminate thatrisk. Develop a strategic and competitive plan for each tender. Assistthe Proposals and Estimating Manager with the closing and submissionof tenders. Review of estimates and schedules with the estimatorsassigned to each tender. Responsible for the tracking and bidding oflump sum tenders and design-build projects. Develop and maintainpositive relationships with clients, consultants and subcontractors.Preparation of RFQ's for vendors and subcontractors and evaluation ofthe resulting responses. Manage and direct the work of employees asassigned by the Estimating & Proposals Manager.General notesMinimum 8 -12 years of experience in the oil & gas and otherconstruction industry. Graduate of Engineering or equivalent . Goodfamiliarity with MS Office, MS Project, P3. Strong communicationskills – oral and written. 2. Procurement Engineer
Job Description
Review Scopes of Work and solicit Expressions of Interest and/orselect and obtain approval of a tenders list in consultation with theProcurement Manager. Co-ordinate commercial aspects of all Contractsand determine Tender process document requirements. Review ContractTerms and Conditions and select as appropriate and consider anyproject requirement for Special Conditions. Prepare and issue enquirydocumentation by preparing commercial content and coordinatingtechnical content of Invitation to Tender documents and obtainingappropriate approval prior to issue to approved tenders. Supervise andmaintain security of the tender process. Log tender queries andanswers and issue Addenda as required. Co-ordinate technicalevaluations and conduct commercial evaluations, co-ordinatenegotiations and the recommendation for Award. Prepare contractdocumentation. Attend negotiations regarding proposed changes to thecontract documentation. Liaise with the Procurement Manager regardingproposed changes to contract documentation where appropriate, liaisingwith quantity surveyors to ensure bills of quantities are properlyprepared, priced and negotiated. Ensuring contract documentation isproperly signed. Establish project procurement requirements,interprets the project requirements and timelines in accordance withthe requirements of the project. Develops and compiles of the requireddocumentation for the procurement function and project includingStandard Enquiry Package, Standard Purchase Order Package togetherwith a set of conditions of Purchase. All activities required in theselection of bidders coordinating preparation and issuing of enquirydocuments. Analyses and adjudicates commercial section of tenders inaccordance with the procurement procedure.

General notesPreferably 5-10 years experience as a commercial officer in a projectsand engineering environment (Arranging procurement of goods andservices using the most appropriate process to select the bestsupplier as well as planning the final agreement). Must be computerfluent with experience in using MS Office packages.
